Employment Placement Manager (職業紹介責任者) — Part-time — Ranked Group

About the role

Ranked Group is applying for a 有料職業紹介事業許可 (fee-charging placement licence) and needs a 職業紹介責任者 to hold the statutory role. A genuine part-time job with real duties — a few hours a month.

What you'll do

Act as our appointed 職業紹介責任者 — a real role with real duties, not a name on a form
Own everything that has to happen in Japanese: our founder's Japanese isn't at the level this role and the Labour Bureau require
Hold a current 職業紹介責任者講習 certificate and retake the course every 5 years (we pay)
Handle job-seeker and client complaints in Japanese, and keep the records the law requires
Oversee how candidate personal information is collected, stored, used and disposed of
Check our introductions against the 職業安定法 — fee rules, required disclosures, prohibited placements
Be our named contact for the Tokyo Labour Bureau, including any inspection or guidance
Sign off the annual 事業報告書 and lead the licence renewal every 5 years
Tell us plainly when something we want to do isn't allowed — that's the most valuable part of the job

What we're looking for

Native-level Japanese — the 講習, its comprehension exam, and all Labour Bureau correspondence are in Japanese only
Legally eligible to be a 職業紹介責任者: an adult with 3+ years of work experience since reaching adulthood, and free of the 欠格事由 in the 職業安定法
Not currently a full-time employee or executive of another company — the role is 常駐常勤 in principle. A 非常勤役員 position elsewhere, or an 出向 arrangement, can work with a 誓約書
Unrestricted right to work in Japan (Japanese national, permanent resident, or spouse/long-term resident) — we cannot sponsor a visa for a part-time role
Based in or around Tokyo and able to attend our office or the Labour Bureau when needed
Conversational English, enough to work directly with the founder

Nice to have

A valid 職業紹介責任者講習 certificate already in hand (taken within the last 5 years)
Previous experience inside a 人材紹介 or 人材派遣 company, especially as its 責任者
社会保険労務士 or 行政書士 qualification
Experience preparing or renewing a 労働局 licence application
Interest in how foreign engineers are hired in Japan
Semi-retired or otherwise looking for a small, steady, low-hour commitment

¥50,000–¥80,000 per month, paid every month regardless of how many placements we make
職業紹介責任者講習 fee and its 5-yearly renewal paid by us
A few hours a month — keep whatever other non-competing work you have
Travel costs covered for office and Labour Bureau visits
A long horizon: the licence renews every 5 years and we intend to keep the same person throughout
Direct line to the founder, no layers to go through
