Project Manager, Data Platform Development

This project manager role belongs initially to the SDDA ledger-system team and is expected to expand to the SDDH health-check system team after the SDDA project-management structure is established. The two systems manage insurance eligibility information and health-check data and support JMDC’s large medical data platform.

Responsibilities include consolidating and leading ongoing projects, establishing WBS, schedules, risk controls, task-management support, progress reporting, issue resolution, and stakeholder communication. The role also plans and launches new projects with business and development teams, converts business issues into system requirements, and proposes investment and resource-allocation decisions to executives and department managers. The project manager manages roadmaps and priorities across both teams, coordinates executives, business units, development teams, and external partners, and identifies and addresses risks early.

The position also standardizes project-management processes, prepares documentation and knowledge resources, incorporates AI tools such as GitHub Copilot and Claude into development processes, and helps develop future project managers through practical decision-making and stakeholder coordination.

During the first three months, the person learns SDDA’s projects, workflows, system structure, issues, and stakeholders. By six months, the person is expected to lead SDDA project management while beginning to learn the SDDH systems and projects. After six months, the role covers project management across both domains and leads new planning and proposal activities.

Required experience includes at least three years of project-management experience from upstream stages in data platforms or backend systems, leadership of web-system or core-system development or migration projects from planning through completion, management of multiple projects and diverse stakeholders, and experience controlling priorities and risks while building consensus. Experience establishing and operating project processes or structures in uncertain situations is also required.

Preferred experience includes project management for AWS or other cloud development or migration projects, PM experience with an in-house product or development team, database or data-platform knowledge including SQL interpretation and data-warehouse structures, project-management tools such as Jira or Backlog, and healthcare industry knowledge.

The development environment includes AWS services such as Glue, ECS, Lambda, Step Functions, and Redshift; Python, SQL, C#, and VB.NET; PostgreSQL, Oracle, and Amazon Redshift; CloudFormation and Docker; GitHub; Slack; Confluence; and GitHub Copilot, Claude, and Gemini. The position is based at the Tokyo office in Minato, Tokyo. Working hours use a flextime system with core hours from 11:00 to 15:00, standard working hours of eight hours per day, and a 60-minute break.
