About this role

This lead shapes spectrum strategy for satellite constellations, linking regulation with engineering and business. Focus areas include LEO-PNT, non-terrestrial networks and optical satellite communications, across WRC, ITU-R and national processes. Work includes rulemaking roadmaps, proposals, stakeholder negotiations and consensus-building; ITU satellite-network filings; interference analysis; and turning regulatory findings into frequency, orbit, power, antenna and coverage requirements. The lead advises senior management on risks. Required experience is in at least one of international frequency coordination, spectrum or telecommunications policy rulemaking, ITU-R/WRC standardization, or satellite/wireless negotiations involving government agencies, industry or operators. Applicants also need knowledge of ITU Radio Regulations and WRC/ITU-R processes, radio-engineering fundamentals in link budgets, propagation, antennas and interference, project-management experience across multiple stakeholders and workstreams, and the ability to structure issues, build consensus and integrate technical, regulatory and business needs into negotiation strategies. English skills for meetings, negotiations, presentations and document preparation are required; Japanese stakeholder coordination and document skills are preferred. Work is primarily office-based, with partial remote work available.
