Safety and Health Promotion Specialist

The Safety and Health Promotion Specialist manages occupational safety and health activities for plant construction and maintenance operations. Responsibilities include planning and managing safety and health programs for plant construction and maintenance divisions, providing guidance on safety technologies, equipment and countermeasures, preparing documents for submission to relevant authorities, conducting site patrols and safety inspections, responding when accidents occur, and providing safety education to employees.

The role supports environmental facilities including water treatment plants, sludge treatment plants, waste incineration plants and recycling facilities. It analyzes and verifies past accident cases and works to improve the company's safety and health standards. Site visits are required for safety patrols. Business trips generally last one to three days, or up to one week for longer assignments, and may include locations outside the Kanto region. The stated travel frequency is approximately eight times per month.

Applicants must have experience in construction management or safety management for plant, civil engineering or building construction. Experience with lifting work such as machinery assembly and installation is particularly relevant. Preferred qualifications include safety management experience at a construction company, experience as a chief safety and health supervisor, a supervising engineer qualification for machinery and equipment installation, or first- or second-class civil engineering or building construction management certification.

The position is based at the Kubota Environment Engineering Tokyo headquarters in Kyobashi, Chuo-ku, Tokyo. Standard working hours are 8:30 to 17:15, with eight hours of scheduled work and a 45-minute break. Average overtime is approximately 10 hours per month. Flextime-style staggered start times are available, with nine schedule options from a 6:30 start, and telework is available. The position is not expected to involve a transfer for the time being, although transfers may be possible because the role is hired as a generalist position.

The employment is permanent and full-time, with a six-month probationary period during which conditions remain unchanged. The position offers annual holidays of 125 days, in principle Saturdays, Sundays and public holidays off, paid leave, seasonal and year-end holidays, and other stated special leave.
