Policy Consultant

The Policy Consultant works in the Data Solutions Business Division’s Self-Reliance Support Business, supporting municipalities and community general support centers in preventive-care policy. The role contributes to the goal of extending healthy life expectancy through data-based policy work.

Responsibilities include defining municipal issues, setting analysis indicators, and preparing annual plans with the customer success team. The consultant interprets the relevant data independently, develops insights, provides consulting based on analysis results, prepares reports, conducts briefing sessions, handles delivery, and supports policy formation and implementation. The planned workload is approximately 10 municipality projects per consultant each year.

Applicants must have at least two years of practical experience providing customers with data-based consulting. Required experience covers organizing customer issues and setting analysis themes, interpreting data and drawing insights, preparing explanatory materials and reporting to stakeholders such as executives and customers, and project management. End-to-end project experience is preferred, but experience in separate project phases is acceptable if all of these phases have been experienced. No mandatory skills are specified.

Preferred experience includes evidence-based policy-formation support in the care, medical, or public sectors; collaboration with or support for municipalities; and practical work related to preventive-care policy or preventive-care care management. Preferred skills include knowledge equivalent to Statistics Certification Grade 2 or above, programming for data extraction, formatting, aggregation, and charting such as Python or R, BI tools such as Power BI, machine-learning or AI knowledge, and knowledge of care, medical, or public policy.

The team works with the Harakuru With preventive-care care-management support system, which accumulates older adults’ lifestyle data, care plans, and service-use records. Its work covers data analysis, policy formation, and implementation support for municipal preventive-care and comprehensive community-support programs. The wider business provides Harakuru With, policy support, and data-analysis services to approximately 1,700 municipalities nationwide.

The role belongs to the Data Analysis Team in the Service Planning and Development Office of the Self-Reliance Support Business. The office handles service and product planning, system development, operation, maintenance, quality management, data analysis, and academic activities. The business began operating as an internal startup in fiscal 2024. As of September 2026, the business unit had 26 members across three groups, with two members in the data-analysis team and nearly half of the organization consisting of career hires. The work location is the Tokyo office in Shinagawa. Named equipment and applications include PCs, tablets, smartphones, Microsoft 365 office applications, and communication tools.
